Contents: BMWA has authorized Technopolis and Joanneum Research to carry out an interim evaluation of several technology programs which are supported by the Austria Wirtschaftsservice (aws). The conceptual formulation of this evaluation goes beyond a normal program evaluation. To begin with, the expediency, efficiency, and the achievement of objectives on the level of individ-ual programs had to be controlled. Based on the results drawn from this inspection, the actual challenge was to critically rate the arrangements’ portfolio, which goes beyond the program lim-its. It has to be considered, though, that this interim evaluation merely covers a segment of the entire aws portfolio. Cross links to the amplified aws protfolio were – if possible – prepared ba-sed on the programs listed here. However, this does not substitute for a comprehensive review of the complete aws portfolio. Thus, the suggestions for further development given here have to be reconsidered within the aws’ overall context.

The genome research programme was planned for a period of nine years. The evaluation team was asked, in essence, to answer to overarching questions: “Should the programme be continued?” and “Is there room for improvement?” With this evaluation report the continuation of the programme is clearly advocated. Furthermore, a lot of small starting points for improvements are seen.

In the late 90ies an evaluation of these centres revealed a unsatisfactory low impact both on incubation (= increasing the number of new firms) and on growth. The RIF / REGplus programme was implemented to increase competence of the centres' management to support firms in their creation and growth. This project looks after the outcomes and impacts of this type of funding, i.e. whether the competence of the centres' management has been increased to serve both the tenants as well as the regional economy.

Contents: The Austrian technology trans advancement trainings program “TechnoKontakte Seminare“ aims at conveying Best practice knowledge with firm-to-firm visits and to offer possibilities to share experiences, in order to initiate innovation impulses with the participating companies. About 50 seminars are offered every year which are visited by 800 participants, about half of them are small and medium sized companies. It is, hence, the aim of this project to identify innovative starting points for concrete activation respectively supportive measures of the TechnoKontakte seminars. By doing so, the leverage effect can be expressed and potentials for a bigger leverage effects can thus be identified.

Contents: The establishment of Universities of Applied Sciences (UAS) out of already established training institutions in Switzerland created seven UAS which nowadays offer almost 200 academic courses. Together with traditional universities the UAS form the Swiss higher education sector. The new mission as stipulated in federal Law requires UAS to carry out applied research & development (aR&D), further education and contract services besides their academic training functions. Policy makers call for UAS to orientate themselves to the needs of the Swiss business sector, concentrate on practical issues, help to shorten ‘’time to market’ and establish thematic priorities. In comparison with universities UAS are described as equivalent but different. In accordance with this mission the Swiss Innovation Agency CTI supports building up aR&D competencies at UAS through project funding and accompanying support measures such as providing support of National Networks of Compentence (NNC) and UAS specific information and coaching services.
